What are your views on lip gloss and age?

My husband and I are in controversy on the subject of our 3 year old daughter being able to wear lip gloss. Now, before you say oh, who cares, it is becoming a real problem! He lets her wear whatever she wants when I’m not around, including lip gloss and whatever makeup she can get her hands on. The lip gloss just so happens to be the messiest, both on her lips and during eating and during application. I am of the mindset that lip gloss and makeup should be a priveliged responsibility and he just does not seem to care. What can I do that will make sense to him as a guy to understand that this is not acceptable?
